The University of the Philippines and the City Government of Davao City signed a Memorandum of Understanding on 6 August 2015 for the development of a sports complex in UP Mindanao, Davao City. UP President Alfredo Pascual and Davao City Mayor Rodrigo Duterte met in the campus to sign the document.
In his remarks, UP President Pascual said, "We are forging a promising partnership for the development of a 20 hectare sports complex in UP Mindanao. While this seems like an ambitious project, with the solid partner of UP, which is the city government of Davao we are certain that we can succeed in implementing this project. In our UP Charter, Republic Act 9500, there is a very specific provision on sports that says 'the University shall undertake and support the development of sports', because of all the benefits of that come from it, including developing discipline, physical fitness and, most importantly, teamwork. As a country we have got to get our act together and work like one team, and it is teamwork that we gain from being a participant in sports. I look forward to the day and time when the details of our partnership are forged when we sign our memorandum of agreement."
Mayor Duterte, in his remarks, said, "what we really need is space for the children and their recreation and there was an offer from UP that you can use this land. Ako naman ay may ma-offer na 18 hectares para sa mga displaced persons. Sa matter of fact I am also building a disaster evacuation center. These are meant to be for everybody. Even kayong mga taga UP, if you want to immerse there among the people, you can learn from there what ails our country."
