UP Mindanao was privileged with a visit from Prof. Cesar Torres who came to UP Mindanao for the first time on September 30, 2013, in the company of Ms. Fe Jagna. He was received in UP Mindanao by VC Antonio Obsioma, Prof. Emma Ruth Bayogan, University Librarian Briccio Merced, and staffmembers of the Office of the Chancellor. Mr. Torres is a resident of San Francisco, USA and is a prolific internet correspondent. President Pascual himself wrote a lengthy letter of introduction on his behalf:

Through this e-mail may I introduce to you former Assistant Professor of Political Science in Diliman, Prof. Cesar Torres, who is now based in the U.S. A proud and active UP alumnus, he was one of the links of Presidents Jose V. Abueva, Francisco Nemenzo, Jr., and Emerlinda R. Roman when they would visit America. I have also met him during my visit to the U.S. last year.

Why UP Mindanao? When he was the Assistant to the Vice President for Development and Public Affairs -- at that time Dr. Alejandro M. Fernandez -- he was sent to Davao several times in response to the request of UP Alumni based in Davao to establish a unit of the University in Davao or in Southern Philippines. And then when he was already Assistant Professor in Diliman, he was a member and chief of the secretariat of a multidisciplinary task force (on UP Mindanao) created by President O.D. Corpuz. While Professor Torres did not witness the organization of the UP in Mindanao, he never lost touch with the unit. At one time, he and his colleagues in the US shipped several balikbayan boxes of books and magazines to the UP Mindanao Library. I understand one of the reasons why Professor Torres is paying a visit to UP Mindanao at this time is due to the urgent request of .. Dr. Eugenio Pulmano, a graduate of the UP College of Medicine ... concerning Dr. Pulmano's offer to donate books ... to UP Mindanao.

His courtesy call might take you or anyone of your staff away from attending to more urgent matters concerning UP Mindanao. If so, just consider this as part of our extra responsibilities, something that we undertake, mindful of the reality that the University does not exist in a vacuum. As a dual Filipino citizen who is deeply concerned with the vital issues now impacting our country, perhaps Prof. Cesar Torres is only wishing if he can share with the World Wide Web how UP Mindanao responds to the burning issues in Southern Philippines ... somehow he epitomizes our expectations of what our alumni might be concerned about with respect to their homeland, our country ... whenever he can, he does his level best to extend a helping hand to our fellow alumni, to our University, and to our country ... Prof. Cesar Torres is a UP alumnus worthy of emulation.

Yours sincerely,

Alfredo E. Pascual
President
