"Our event today is just a reflection or an affirmation of the seeds that our academic leaders planted many years ago.  This afternoon, we hope we can attempt to germinate those seeds." 

University of the Philippines Mindanao (UPMin) Chancellor Lyre Anni Murao said these words in her welcome remarks to the UP-Bangsamoro Development Institute Summit Consultation on September 13, 2023, in Davao City.  

UP President Angelo Jimenez, the 22nd UP president and first Mindanao-born university president, declared focusing UP’s resources on Mindanao.   

"We are here to discuss the 'open blue sea' of opportunities for collaboration aiming at improving the socio-economic conditions in the Bangsamoro and Mindanao," he said.

UPMin units have made inroads into the Bangsamoro region in recent years. Volunteer teachers and extension workers served conflict-vulnerable communities. UPMin experts and researchers delivered trainings on agribusiness economics, urban and regional planning, and heritage architecture. University units promoted and facilitated university application and admission. 

On June 1, 2023, UP’s Executive Vice-President Jose Fernando Alcantara, backed by a UPMin team, led an initial consultation in Cotabato City. The Bangsamoro Transition Authority (BTA) agencies, a civil society consortium, and a higher education institution engaged the UP team. On that occasion, the UPMin team shared the outcomes of a project that improved the quality of life in three Bangsamoro communities.

"The instruction from the university president is very clear: to create a Bangsamoro development institute and operationalize it as soon as possible," said EVP Alcantara. “That is assuming, of course, that we have the support of our partners,” he said.

In July, President Jimenez created the Technical Working Group (TWG) for the Creation of the UP-Bangsamoro Development Institute. UPMin Chancellor Lyre Anni Murao was designated chairperson, with Vice-President for Academic Affairs (VPAA) Leo Cubillan as co-chair. The TWG members included EVP Alcantara, Prof. Maria Victoria Espaldon, Dr. Annette Pelkmans-Balaoing, Gracita Jacinto-Ali, and Martin Hilario Mapolon. 

UPMin’s Asst. Prof. Erwin Protacio, Pahinungod Director Michael Gatela, Dean Cleto Nañola, Jr., Assoc. Prof. Vladimer Kobayashi, and UPMin alumnus Dr. Khalil Guinomla completed the TWG membership. 

"It is imperative for all stakeholders to collaborate to ensure the success of the mission of the Bangsamoro region to achieve lasting peace and sustainable development," said Chancellor  Murao.

On August 18, the TWG met Housing Minister Hamid Barra at the culmination of the UPMin Department of Architecture’s engagement with the Bangsamoro Ministry of Human Settlements & Development, 

On September 11, the TWG held pocket sessions and consultations with BTA Secretary-General Raby Angkal, Trade, Investment & Tourism Minister Abuamri Taddik, Basic, Higher & Technical Education Deputy Minister Haron Meling, Board of Investments Chairperson Mohamad Omar Pasigan and Governor Datu Habib Ambolodto, and Maguindanao del Norte Governor Abdulraof Macacua.

"During our initial meetings with the ministers of the autonomous region, one of our working group members, who also happens to be a Bangsamoro, said that this is qadar or destiny," said Chancellor Murao. “The Bangsamoro region is now achieving stability. It is now in this transition stage, and the University of the Philippines and the Mindanao State University are opening their doors,” she said.

These preparations led to the broad Bangsamoro participation in the UP-Bangsamoro Development Institute Summit Consultation on September 13, 2023. 

Bangsamoro Parliament Deputy Speaker Abdulkarim Misuari welcomed the UP initiative as a step towards dissolving discrimination in Filipino society. 

"Education is always the core of the personality of a Muslim. That is why, for knowledgeable people, if there's a shortcoming in the society of the Muslims, they always associate it because we are distant from the source of education," said Deputy Speaker Misuari. 

"The Muslims have wisdom from the prophets. One of these is that knowledge always comes before speaking. Because any word or action that is not based on information or education is usually mistaken,” he said.

“At the end of the day, we are here for a brighter future. Education is the best part. The Bangsamoro are ready to receive a better education,” he said.

Mindanao State University President Basari Mapupuno responded with counter-offers of collaboration. 

“MSU also boasts a wealth of expertise and resources that can significantly offer to the success of the UP-Bangsamoro Development Institute,” he said.

In closing, UP EVP Jose Fernando Alcantara said, “Action begins after the meeting. To transform that enthusiasm into action. We're convening a small group to come up with the road map of action to make this happen.”

"UP is all hands on deck for the people of Mindanao!"

University of the Philippines President Angelo Jimenez made this declaration before Bangsamoro leaders at the UP-Bangsamoro Development Institute Summit Consultation on September 13, 2023, in Davao City. 

President Jimenez, the first UP president from Mindanao, offered to establish the UP-Bangsamoro Development Institute. Its goal is to help strengthen the human capital and improve the socio-economic conditions in the region.

“The youth are full of potential. UP shall contribute to making quality education accessible to the marginalized sectors,” he said. 

Jimenez cited Mindanao as key to the nation's progress, being the second-largest island with its wealth of natural resources, but noted the region’s distressing socio-economic statistics. 

“UP must serve the people here who deserve the fruits of development and peace,” he said. 

He cited lasting peace as among the most pressing issues in the region and acknowledged the previous national administrations’ interventions for peace and development. 

“We recognize the Bangsamoro people's historical struggles, aspirations, and rights. The university is committed to supporting initiatives that foster dialogue, reconciliation, and sustainability,” he said.

He brought up the passage of the Bangsamoro organic law, the establishment of the Bangsamoro Transition Authority, and the current Philippine Development Plan. 

“These offer a grand opportunity to work together to sustain Mindanao's recovery and economic growth,” he said.

He noted the rich cultural heritage of the Bangsamoro, as well.

 “We intend to work closely with local communities to preserve and promote its heritage through cultural exchange programs, exhibitions, and awareness campaigns,” he said.

In closing, he said, “I know we are many peoples, but we are truly one nation. But today, especially today, we are each and everyone Bangsamoro!”

Vice-President for Academic Affairs Leo Cubillan proceeded to present the concept and six pillars of the proposed Institute. The pillars are education, health, capacity-building, environmental sustainability and resilience, partnerships, and rehabilitation. 

Bangsamoro Transition Authority Parliament Deputy Speaker Abdulkarim Misuari and Mindanao State University President Atty. Basari Mapupuno led their respective delegations at the Consultation. 

Deputy Speaker Misuari welcomed the UP initiative. 

“Our response is, ‘It's about time,’ and, ‘It's never too late,’” he said. “For a brighter future, education is the best part. With the Bangsamoro, we are ready to receive better education,” he said.

For his part, MSU President Mapupuno said, “I convey the collective excitement of the Mindanao State University as we embark on this transformative journey, hand in hand with the UP and the Bangsamoro government, towards the establishment of the UP-Bangsamoro Development Institute,” he said.

Aside from Deputy Speaker Misuari, the Bangsamoro delegation likewise gave comments. These were Member of Parliament (MP) Rasol Mitmug Jr., Health Minister Rizaldy Piang, Environment Minister Akmad Brahim, Transportation & Communications Minister Abu Amri Taddik, representatives of MP Aida Silongan and Interior and Local Government Minister Naguib Sinarimbo, Policy Research & Legal Services Director Nassef Adiong, Labor & Employment Consultant Dong Anayatin, Indigenous Peoples Affairs Director Judith Tinio, Human Settlements & Development Director Salem Demuna. 

The Mindanao State University delegation likewise gave comments. The chancellors of the eleven MSU campuses were present.

The UP delegation, led by President Jimenez, had National Scientists Emil Javier and Carmencita Padilla, Regent Gladys Tiongco, the vice presidents, and the heads of the eight UP constituent universities and one autonomous campus. EVP Alcantara and other officials also contributed inputs to the discussion.

UPMin joins small-scale fisheries consortium

The University of the Philippines Mindanao (UPMin) entered into an agreement to be part of a small-scale fisheries policy inputs and advice consortium. 

UPMin Chancellor Lyre Anni Murao signed the Memorandum of Agreement with the Too Big To Ignore (TBTI) Philippines, a small-scale fisheries research & development consortium. 

The consortium will focus on filling information gaps on small-scale fisheries across the Philippine archipelago. 

The agreement was signed at the 1st University of the Philippines - State Universities & Colleges (UP-SUC) Summit on September 15, 2023, in Davao City. 

“UPMin has organized or joined a number of regional consortiums, but UPMin is always open to new relationships with other SUCs and Higher Education Institutions in Mindanao, in the Philippines, and even in other countries,” Chancellor Murao said in a video message at the Summit. 

UPMin is the convenor of the Mindanao Genomics Consortium, which has more than 30 academic, government, health, and industry institutions throughout Mindanao.

In addition, UPMin has created networks for innovation and startups towards bringing the products of research to the broader community. One is the IDEAS - Davao consortium, which holds the Davao Startup Week held on 11-17 September in Davao City. 

“Being the lone UP Constituent University in the southern Philippines, UP Mindanao is ready to serve as a bridge between Mindanao SUCs and the eight UP Constituent Universities in different parts of the Philippines,” said Chancellor Murao.

The UP Mindanao Investiture Committee made a significant contribution to the success of the event. Subcommittees for procurement and management were organized months earlier and involved up until the eve of the investiture. The Cultural Night on the evening of September 14 featured an extended performance by the UP Mindanao Koro Kantahanay, the official university choir, and the UP Mindanao Dance Ensemble. Faculty members Julius Neil Piala and Ena Marie Dizon served as emcees at the Cultural Night and the next day's UP-SUC Summit.

Heads and leaders of the University of the Philippines and the Bangsamoro Transition Authority (BTA) met to discuss possible collaborations for academic, technical, and scientific development in the first UP-Bangsamoro Development Institute Summit Consultation, held on September 13, 2023, in Davao City.

Heads of the Mindanao State University, local government units, and non-government organizations also attended. UP organized the consultation to convey its commitment to bolster education and socio-economic development in the Bangsamoro region.

UP President Angelo Jimenez said UP intends to contribute to empowerment in the region and end social unrest and underdevelopment. "UP intends to work closely with local communities in the Bangsamoro to preserve and promote the region's heritage through cultural exchange programs, exhibitions, and awareness campaigns to strengthen the capabilities of local government units and social institutions," he said.

UPMin Chancellor Lyre Anni Murao served as chairperson of the Technical Working Group of the UP-Bangsamoro Development Institute Summit Consultation. In this capacity, she led coordination efforts leading to the participation of the Bangsamoro leaders and representatives.

Aside from President Jimenez, National Scientist and former UP president Emil Javier, Regent Tiongco, the chancellors of the UP Constituent Universities and autonomous units were present. Heads of key UP units presented their viable offerings for the Bangsamoro areas.

Ustadz Abdulkarim Misuari, deputy speaker of the Bangsamoro Transition Authority Parliament, and Atty. Basari D. Mapupuno, president of the Mindanao State University System, led the Bangsamoro sectors in the consultation.
